P HASE I – Data Collection Defining and Establishing CSNA Goals: The process of defining and establishing goals for the CSNA requires the Contractor to: Review existing information from SCCB; Conduct research on information about the State of South Carolina; Identify and gather information on unserved or underserved populations in the State; and Meet with SCCB executive and senior management staff to identify their specific goals for the CSNA. The Contractor must conduct the following goals and/or activities to complete the CSNA: Assess the general performance of the VR program. While conducting the CSNA, the Contractor will conduct an assessment of SCCB on their progress in: Transitioning to the CPMs, Achieving their established targets, and Establishing benchmarks for future evaluation. Identify the rehabilitation needs of: Individuals with most significant disabilities in South Carolina including their need for supported employment services; Individuals with blindness or visual impairments who are minorities in South Carolina; Individuals with blindness or visual impairments who have been unserved or underserved in South Carolina; and Y outh and students with blindness and visual impairments including: Their need for pre-employment transition services or other transition services ; and An assessment of the extent to which the transition services provided are coordinated with the Individuals with Disabilities Education Act (20 U.S.C. 1400 et seq.) to meet the needs of individuals with blindness and visual impairments. The Contractor must include the following in the Transition Services section of the CSNA in addition to the above: The number of eligible or potentially eligible students with blindness and visual impairments in South Carolina The targeted amount of reserved funds necessary for ensuring the "required" pre-employment transition services are provided to students with blindness and visual impairments Strategies to provide pre-employment transition services that will ensure Pre-Employment Transition Services are available to potentially eligible students with blindness and visual impairments. Fiscal forecasting to determine how much of the 15% reserve requirement is available for the VR program to move from the required to authorized activities. An assessment of how effectively the workforce development system is meeting the needs of individuals with blindness and visual impairments in South Carolina and strategies for assisting core partners to assist individuals with blindness and visual impairments. The need for the establishments, development or improvement of community rehabilitation programs (CRPs) in South Carolina.
