Project Initiation & Assessment • Conduct a kick-off meeting with City staff and stakeholders to establish goals, roles, and expectations. • Review existing City policies, ordinances, standards, and procedures, along with applicable state and federal regulations (e.g., SCDHEC, SCDOT, FEMA, ADA). • Identify gaps, conflicts, and outdated practices to be addressed. Manual Development • Draft a comprehensive EDSM with chapters covering (at minimum): o Introduction, Goals, and Authority o Process and Scheduling for Applications o Permitting Requirements o Platting and Land Development Requirements o Site Construction Administration o Street, Sidewalk, and Trail Standards o Wastewater/Utility Design o Traffic Management and Right-of-Way Encroachment o Landscaping and Tree Preservation o Construction BMPs, Inspection, and Close-out Procedures • Integrate pre-approved standard details, drawings, and forms that meet federal, state, and local requirements. • Align with City ordinances, zoning, and subdivision regulations. • Recommend technical specifications and testing requirements for materials and construction methods. Stakeholder Engagement & Review • Facilitate workshops or focus groups with City staff (Planning, Utilities, Public Works) and key stakeholders. • Provide drafts for City review, collect comments, and revise accordingly. • Ensure the manual reflects local conditions, goals, and priorities (e.g., sustainable development, ADA accessibility, low-impact development practices). Training & Implementation Support • Prepare a final EDSM in print-ready and digital formats (Word and PDF) and provide editable drawings and appendices. • Conduct training sessions or presentations for City staff to ensure proper implementation. • Develop recommendations for future updates and maintenance procedures for the manual.
