Specifications include, but are not limited to: The City of Columbia, hereinafter referred to as the “City,” is soliciting proposals from qualified Security Contractors to provide armed security services at fixed locations. a. At a minimum, the Contractor shall provide daily Supervisor oversight visits to each location; b. Video surveillance; c. Roving, regular patrols of interior and exterior building areas; d. Handle all incidents in a professional manner with first emphasis on de-escalation as the priority; e. Proper reporting and handling of any incidents; f. Provide weekly reporting to City of Columbia Police Department or as requested g. Security staff will be clearly defined, professionally uniformed, and hold all required certifications and licensing; h. Contractor shall provide appropriate and necessary management and supervision for all Contractor’s employees and shall be solely responsible for instituting and invoking disciplinary action of employees not in compliance with Contractors rules and regulations, as well as any other policy established by the contracting parties; i. Contractor shall develop a comprehensive set of Post Orders documenting both general procedures as well site-specific responsibilities. Post Orders shall be prepared prior to the commencement of the contract and must be reviewed and approved by Contractor’s management within thirty (30) days from commencement of Contractor’s services to the City. All security officers will be required to read and verify they understand the Post Orders and at a minimum, shall be tested during the On-The-Job (OJT) period, annual or more frequently during site inspections;
