a) Contractor shall provide a Facilities Patrol Plan and a Standard Operating Procedures to identify specific measures to prevent and minimize theft, graffiti, vandalism, sabotage and trespassing at Sites to be patrolled, and procedures for Guards to respond to such incidents. The Facility Patrol Plan and the Standard Operating Procedures shall be subject to CMRTA approval. The final approved Facility Patrol Plan is incorporated by reference and shall become part of the Agreement as though fully set forth herein. b) The Contractor will be responsible for performing the services of this contract in accordance with accepted security practices and standards to ensure a safe environment for the employees, visitors, and the public. This includes maintaining a safe and secure working environment free from violence, improper or disruptive behavior, intimidation, and to the protection of all facilities and equipment from loss or misuse. Guards will be responsible for the prevention of loss of property or harm to personnel by monitoring for theft, fire, vandalism, or unauthorized persons conducting themselves in an unsafe or unruly manner. These specifications cover the minimum requirements for furnishing all labor, material, equipment, supplies and transportation necessary to provide these services. c) The Contractor must provide all wages, vacation/holiday pay, insurance, and taxes (including Social Security taxes, Federal and State unemployment insurance taxes, worker’s compensation and other required taxes). The Contractor shall provide worker’s compensation insurance on its employees even if it is not required by law. d) The Contractor shall provide, at no cost to CMRTTA, such management, supervisory, and consultation services as may be required to initially establish a smooth running, efficient, professionally competent operation and work force. At the request of CMRTA, such services shall include a complete survey of all facilities; equipment to be utilized, a total review of procedures involved in any operations with which security officers must be familiar; and will include written recommendations for any changes in security or safety measures the vendor deems necessary and warranted. All such recommendations shall be afforded handling as "confidential" information by the vendor. This requirement shall be a continuing process for the duration of the contract to include, at minimum, a review of all procedures annually with the Director of Operations or designee. The site supervisor or the operations manager will be responsible for the orientation and training of all new officers. e) Security guards must be able to speak and write English fluently and understand written English. This requirement is necessary because of the high profile of the security personnel who must be able to provide directions, answer questions, file written incident reports, and deal with law enforcement or medical personnel should the need arise. Guards shall be neat and conduct all work in a professional manner. f) Assigned security officers must be in good physical health and condition, such as, being able to walk for up to 30 minutes at a time and shall have no physical disability which restricts or impairs performance of duties and responsibilities normally expected of a security officer.
