Specifications include, but are not limited to: 1. A complete physical condition assessment of the infrastructure assets. This shall include identification of all existing easements containing subject infrastructure. The scope shall include review of all existing documents, surveys, plans and drawings for all infrastructure within the study area, including those under Defense Highway and Stringham Road. 2. An accounting of the infrastructure value, including full replacement value, current operations and maintenance costs, and the costs of options for increasing capacity to support future economic growth on the west side of Aquidneck Island. 3. Identification and evaluation of various options for transfer of the infrastructure assets and the legal, regulatory, and administrative support necessary to bring about a successful transfer, including conduct of necessary land surveys and identification of existing and required easements
