Specifications include, but are not limited to: The Department of Public Safety is seeking software, hardware and services necessary for a modern, integrated Computer Aided Dispatch, Mobile, Law Enforcement Records Management System and Field Reporting System with necessary system interfaces. RIDPS reserves the right to purchase hardware from sources other than the successful vendor. A fully integrated, reliable Public Safety CAD application that meets the functional and performance requirements identified in this RFP. The CAD solution should include real-time mapping, Automated Vehicle Location (AVL), and identified interfaces. Additionally, the CAD configuration must address system redundancy factors, and incorporate backup, failover and recovery solutions. The system must support a multi-PSAP, multi-agency, multi-jurisdictional environment and allow for Participating Agencies to manage the application locally and modify response plans as necessary. A Mobile application with real-time mapping and AVL functionality that is configurable by discipline. The application must be fully integrated with CAD and the proposed Field Reporting systems to ensure a seamless transition from incident management to case reporting, as well as allow field access to hazards and premise information for situational awareness of police, fire, and EMS. A fully integrated, National Incident Based Reporting System (NIBRS) compliant RMS to perform a broad range of functionality including tracking incident, offense and arrest reports, property and evidence, bookings, citations and cases, as well as the ability to input and access reports, interviews, photos, briefing summaries and other vital information. A Field Reporting application must allow field users to complete reports in a mobile and desktop environment and submit those reports electronically to the RMS through a Participating Agency-specified report approval process. The Field Reporting software should be configurable by Participating Agency, be NIBRS compliant and have the ability to pre-populate report forms from the RMS.
