Specifications include, but are not limited to: The program consists of two phases: • Phase 1: An initial grant will be allocated to eligible providers to partially offset short-term financial pressures due to COVID-19. This grant is intended to be distributed fairly and equitably across providers and is conditional on providers entering a grant agreement with the state. • Phase 2: It is the state’s intention to further contribute funding to participating hospitals to address the economic impact of COVID-19. Total funds and allocation will be based on continued demonstration of need due to the COVID-19 pandemic and provided in support of specific plans submitted by hospitals, and approved by the state, to ensure ongoing system responsiveness and resilience. In advance of Phase 2 submissions, the state will convene participating hospitals to discuss the re-orientation of the health system in light of COVID-19. The state will also make technical assistance and support available to hospitals to partner in the development of plans.
