Specifications include, but are not limited to: 2.1. ADULT SOFTBALL PROGRAM 2.1.1.The adult softball program consists of three major components: men – (four divisions)/women/coed seasonal league play and championship playoffs 2.1.2.The adult softball program is operated on a seasonal basis with a spring/summer season and a fall season 2.1.3.Leagues currently adhere to RI ASA guidelines 2.2. ANTICIPATED ADULT SOFTBALL LEAGUE SCHEDULE 2.2.1.Town may schedule 1, 2, or 3 games per night during the regular season; during play-offs there is the rare occasion when 4 games may be scheduled in one night 2.2.2.Monday through Friday – Men’s Divisions A, B, C, D 6:00 p.m./7:00 p.m./8:00 p.m. 2.2.3.Tuesday and Thursday – Women’s League 6:00 p.m./7:00 p.m./8:00 p.m. 2.2.4.Wednesday and Friday – Coed – Game Times 6:00 p.m./7:00p.m./8:00 p.m. 2.2.5.Weekend games may be scheduled as needed for make-ups or playoffs 2.3. UMPIRING SERVICES 2.3.1.Contractor must be in good standing with the State Softball Ruling Association for a minimum of three years. 2.3.2.Contractor shall accept all league and tournament game umpiring assignments, as schedules require. 2.3.3.Contractor will schedule officials using the Quickscores website in conjunction with league schedules that are posted by the Town of South Kingstown Recreation Department. 2.3.4.Contractor shall provide competent, qualified officials to officiate league and/or tournament games for the Town of South Kingstown. Contractor services shall include scheduling, recruitment, training, hiring, evaluation and termination of umpires/officials. In addition, all games shall be officiated impartially and professionally. 2.3.5.Umpires who are scheduled to officiate are not eligible to play in the Town of South Kingstown divisions in which they are on a team roster. 2.3.6.Contractor shall provide enough qualified officials to ensure that any one official does not call more than four (4) consecutive games within a five (5) hour time period, unless approved by a Town representative in advance. 2.3.7.Contractor shall provide trained substitute official(s) in emergency absence of scheduled official(s). 2.3.8.Contractor shall ensure that all officials remain current as to league and tournament softball procedures as well as rule changes. 2.3.9.Contractor shall honor any requests by the Town of South Kingstown to immediately remove certain officials from working any Town of South Kingstown softball games. 2.3.10. Contractor shall ensure that umpires are rotated to different fields each week. 2.3.11. Contractor shall attend manager meetings as necessary. 2.3.12. Contractor shall submit invoices on a monthly basis. Payment will only be made for games scheduled in advance, in writing by the Town of South Kingstown representative. Rainouts called up to 90 minutes prior to game time, or umpire “no-shows” will not be considered for payment. 2.3.13. Contractor services shall be monitored by the Recreation Superintendent and/or designated Town staff. If services are deemed unsatisfactory, the Contractor will be given written notice, placed on probation and reviewed for a period of 30 days. Failure to meet the specifications as defined may result in termination of contract. Gross misconduct could result in immediate termination of contract. 2.3.14. Contractor shall provide a list of qualified, certified officials that will be scheduled to officiate games. Said list shall include name, address, phone number and copies of current certification cards for all officials working under the Contractor’s employment. For any new officials employed, Contractor shall provide information and certification cards, and proof of one (1) year working experience prior to official’s first scheduled Town of South Kingstown game. 2.5.1.Umpires must show up at the field 15 minutes prior to game time. 2.5.2.Umpires must supply any personal equipment such as score clicker, plate brush, etc. 2.5.3.Umpires must ensure both teams fill out line-up score sheet cards prior to game time. 2.5.4.Umpires must meet with managers from both teams prior to each game to review game and ground rules. 2.5.5.Umpires must inspect all bats that will be used in the game. 2.5.6.Umpires must, if needed, conduct I.D. checks by requesting positive picture I.D. that matches player(s) name(s) on the team roster. 2.5.7.Umpire will be responsible for ceasing play due to inclement weather conditions. Cancellation of the game(s) will be done in concert with site supervisor.
