Specifications include, but are not limited to: To develop a plan which recommends actions to integrate various state laboratoryfunctions, as described elsewhere herein, in Rhode Island. The study shall includespecific recommendations regarding an allocation of staffing, use of facilities and anyadditional needs. The specific Options to be analyzed are described in Section 1.6 of thisRFP.2. To provide a detailed description of the various laboratory functions across stategovernment.3. To describe and diagram of both discrete and overlapping laboratory functions, products,equipment and services.4. To describe FTE's classification, union affiliation and vacancies (working in concert withhuman resources personnel) at existing laboratory functions at various departments andentities.5. To provide a personnel and operating budget for the laboratory function at each entity,including allocated utility and facility charges.6. To review, in concert with legal counsel, each laboratory's statutory authority and makerecommendations for needed changes to accommodate any recommended consolidation.7. To review, in concert with budget personnel, federal and other funding that may impingeon consolidation plans.8. To review licensing or other regulatory requirements for each entity and to makerecommendations for those licenses or permits that any potentially combined entities willbe required to carry
