Specifications include, but are not limited to: The Rhode Island Economic Development Corporation (the Corporation) is requesting proposals from individuals or firms (the Counselor) to provide procurement technical assistance under the direction of the Rhode Island Technical Assistance Center (RIPTAC). The Counselor will work on a part-time basis with the RIPTAC to deliver local day to day professional guidance and assistance to RI business firms who wish to market their products and/or services to DOD, other federal agencies, and state and local governments. The assistance is provided through telephone calls, written and electronic correspondence, or personal discussion. The Services include, but are not limited to, providing advice and assistance regarding marketing opportunities or technical assistance. Deliverables may include but are not limited to: Understanding federal, state and local government requirements applicable to contracting for services, manufacturing, construction or other markets. Identifying marketing opportunities for clients consistent with the clients products and services. Advising and assisting clients in the preparation and submission of applications, certifications, registrations, etc. in order for them to do business with government entities. Advising and assisting clients with the preparation and submission of bids and proposals. Advising and assisting clients concerning post award functions including production, quality systems, accounting systems and contract payment processes, transportation packaging, subcontracting, property management, wide area workflow. Educating clients in federal, state and local government contracting laws, policies, and procedures including the DOD Mentor-Protg Program and similar socio-economic federal programs Advising clients regarding eBusiness tools and technologies as they relate to conducting business with the Federal Government. Maintaining client data records of confidential counseling sessions and participating in client award and survey data collection. Assist in group training events, workshops, and matchmaker events throughout the state. Participate in continuous education aimed at maintaining up-to-date knowledge of all areas of the scope of work outlined above. Representing RIPTAC as needed at RIPTAC and partner organizations program meetings. In-state (and possibly some out-of-state) travel may be required
