Review of Current Practice & Stakeholder Engagement: • Review of current special education processes (referral through IEP) guidance, and forms in Rhode Island. • Gather feedback from a wide range of stakeholders about current strengths and weaknesses of the special education process, inclusive of IEP forms, guidance, and related processes in RI. This engagement should include, but not limited to: o Students o Families o Special and General Educators o Multilingual Learner Educators working with DAS o Related service providers o Special Education Administrators o General Education Administrators o Central Office Administrators (MLL Directors Curriculum Directors, etc.) o State staff, including but not limited to RIDE staff • Offer considerations based on current infrastructure and capacity that the state has related to special education processes. o Review infrastructure needed to effectively implement the state’s goals. Infrastructure should include the evaluation process and data collection required to effectively review performance and program impact to inform future decisions. o RI is not seeking a centralized technology solution or product for IEP development. Consideration of National Best Practice: • Review national best practices across a variety of areas, which also situates RI’s current practice in relation to findings of the landscape analysis. • Provide a summary of lessons learned from other states’ implementation of IEP processes and forms. o The incorporation of individualized student summative and formative data (i.e. standardized assessments, universal screening data, progress monitoring data, and data-based individualized data). o This should include a robust understanding of how rightful presence can be reflected in the IEP process and forms. o This should also include review and recommendations related to embedding SDI into new processes, guidance, and forms. • Ensure legal and technical accuracy based on federal and state regulations.
