i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the
format in FAR 12.6. Award made under this solicitation will be made using FAR 13.5, as
supplemented with additional information included in this notice. This announcement constitutes
the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation, SPE60524Q0926, is issued as a Request for Quote (RFQ).
(iII) This acquisition has been set-aside 100% for Small Businesses and is issued under NAICS code
324110, and the size standard is 1,500 employees. The purchase order resulting from this
procurement will be a firm fixed-price purchase order. The solicitation, SPE60524Q0926, is Issued
as a Request for Quotation (RFQ), under the Simplified Acquisition Procedures (SAP; FAR part 13),
with FAR part 12 (Acquisition of Commercial Items). This document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 2022-08 effective date 10/28/2022,
and Defense Federal Acquisition Regulation Supplement (DFARS): DFARS Change 10/28/2022,
effective date 10/28/2022; DPAS rating for potential award is PO. The clauses and provisions
referenced in this solicitation may be reviewed/obtained in full text form at

Delivery Note: Delivery Notes: This is a temporary 15,000 gal AST tank(that is located between Bldgs #7 & 9) Please call before delivering to
coordinate the route. This tank provides back up heating fuel to the hospital for temp boilers that
will be operating in the near future. Fuel must be Ultra- low sulfur (<15PPM ULSD) seasonally adjusted
for climate operability low temp operability.
Please ensure that the delivery slip includes the specification verifying that they fuel is ULTRA LOW
SULFUR (<15PPM ULSD) Diesel. This tank provides backup fuel for diesel generators at the Hospital.
Delivery i required within 48 hours from receipt of order. ULSD ,.0015% (15PPM). FUEL ULSD SAESONALLY
ADJUSTED FOR CLIMATE OPERABILITY LOW TEMP OPERABILITY.
The INVOICE shall contain a certification from the fuel supplier which states:
a. the name of the supplier and the date the fuel oil was received from the supplier; and, b. the
sulfur content of the fuel oil and the ASTM method used to determine the sulfur content of the fuel
oil; and, c. the date and location of the fuel oil when the sample was drawn for analysis to determine
the sulfur content of the fuel oil, specifically
1. Price will be in US dollars per gallon (include FET). A Firm Fixed Price order will be issued. All quotes must be submitted by electronic email to dlaenergyfepca@dla.mil; no later than 26 FEB 2024 10:00 am. Eastern Standard Time.

PLEASE NOTE: DoD installations and Federal Government facilitates have access control measures and procedures in place. You and your subcontractor are responsible for knowing and complying with all physical security measures and access control procedures on the DoD installation or Federal Government facility you are delivering to. Be aware that gaining access to a DoD installation or Federal Government facility can be a lengthy process. DLA Energy is not responsible for any delays at physical security check points and will not pay for any costs incurred as a results of delays at physical security check points.
Quotes containing accelerated payment terms or additional fees/costs for delays caused at government physical security check points will not be considered.
DLA Energy may require a vendor to sign the SF1449 prior to being offered this delivery. This would be sent by email and may have a response window of as little as two (2) hours. Upon request, the vendor must return the signed SF1449 by the deadline specified. If this is not returned by the specified deadline, DLA Energy reserves the right to offer this delivery to a different vendor.
