Specifications include, but are not limited to: Kalamazoo Metro Transit Comprehensive Operational Analysis. The City of Kalamazoo's Transportation Department is seeking proposals for a ComprehensiveOperational Analysis (COA) with recommendations for improved efficiency and effectiveness on allof its fixed-route and demand/response services. The COA will study the impacts of roadway, landuse, and demographic changes occurring in Kalamazoo County over the next 10 years that willaffect public transit service, and make recommendations for improvement in service in each year. Anevaluation of System operations, equipment, and facility requirements for short-range (1-3 years)and long-range (4-10 years) will be completed. The core of the COA is a short-range plan that willrecommend mode and program changes designed to improve service efficiency, apply resourceswhere they are most needed, and modernize the transit system based upon current and projectedconditions within the service area. The COA should also provide short- and long-range direction interms of service expansion, equipment requirements, and future facility needs
