The prime contractor shall not be required to research, identify and provide any temporary employees from its pool of independent contractors. The VDOE or school divisions/K- 12 public schools will select from its own sources all contract employees and will establish the hourly rate to be paid for each individual. The individuals selected and named by the ordering entity shall be considered as contract employees subcontracted through the prime contractor. The prime contractor shall not be obligated to offer insurance, holiday pay or any other benefits to the contracted subcontractors. The prime contractor shall accept purchase orders issued via the commonwealth's e-procurement system (eVA) or other purchase order forms issued by the school divisions/K-12 public schools (many of the divisions utilize eVA).
