The Town of Richmond, with support from the Richmond Department of Public Works, is seeking a General Contractor to construct Phase I at 4 Richmond Townhouse. Phase I includes site work, construction of a pavilion, either constructed or prefabricated, that includes restrooms, septic design and installation, connection to water and electrical services. The construction must comply with the US Department of Housing and Urban Development- Environmental Assessment and Determinations and Compliance Findings for HUD-Assisted Projects 24 CFR Part 50 Mitigation Plan as attached as Exhibit A. The construction must comply with the approved pavilion and concept plan adopted by the Council on March 18, 2025, attached as Exhibit B
