The Consultant shall be required to provide the following services to the Town of Narragansett in the manner and in the time frame specified below. A detailed list of the elements of a project approach and tasks is provided below. An anticipated process is also provided below. 1. The Consultant must be able to demonstrate a clear understanding of the current Narragansett Plan, including updates. 2. The Consultant shall conduct such data collection and analysis as is necessary to provide timely updates of all the comprehensive plan elements. 3. The Consultant will carry out a series of public workshops in the context of plan review and development. These workshops will dovetail with the work of the Planning Board under #4 below. 4. The Consultant will schedule a minimum of ten (10) meetings for review of the proposed amendments with the Planning Board. Meetings with Town professional staff shall be on an as-needed basis. Each meeting with the Planning Board shall coincide roughly with the major chapters of the Plan as required under state law. 5. The Consultant will anticipate attending up to four (4) meetings with the Town Council to present the draft Plan for public workshops and hearings as necessary. 6. The Consultant may use the GIS mapping database provided by the Town of Narragansett for updates of maps. Draft maps will be produced by the consultant for workshops and hearings. Town staff will work cooperatively with the Consultant to produce the final maps for inclusion in the approved Plan. 7. The 2017 Comprehensive Plan is comprised of three Volumes – Baseline Report, the Roadmap, and the Action Plan. The 2027 Comprehensive Plan will likely maintain the existing structure of the current Plan while reflecting the changing needs of the Town. The Consultant shall review in detail the plan Volumes, Sections and elements listed below and develop, as appropriate, proposed draft amendments: Volume 1 The Baseline Report The Baseline Report was prepared at the onset of the Comprehensive Plan update process in 2013 with minor revisions prior to adoption. It is a snapshot of existing conditions as they relate to neighborhoods, parks, roadways, public services and facilities, the local economy, and historic and natural assets, among other things that define the quality of life in Narragansett. It includes inventories as well as projections of future needs and/or demands. This information was collected from federal, state and local data sources such as the U.S. Census, Rhode Island Department of Transportation, Rhode Island Department of Environmental Management, and the Narragansett Public Works Department. Verification and vetting of these data were done through town staff interviews, public meetings, outreach to key stakeholders, and review of existing reports and other documentation. The purpose of The Baseline Report is to assess local trends, identify needs and opportunities, and provide the foundation for sound policy development moving forward. Volume 2 The Road Map The Roadmap is the primary policy document for the comprehensive plan. The document begins by describing the community vision for Narragansett. It then identifies the formative issues that will shape policy for each of the focus areas within the plan (e.g., Housing, Economic Development, etc.). Finally, the Roadmap lays out the framework for how the Town will reach its vision through established goals and objectives. It is the primary document used by decision makers and incorporates short, mid and long term action items.
