AMENDMENT 0001- June 9, 2025
This solicitation is amended to correct a typographical error on the solicitation and to answer questions from Industry.
1. In the RFQ, page 2, where the labor matrix referred to the "full five (5) years" the document is corrected to read "full three (3) years". The amended document N6660425Q0140-0001 is added to this notice.
2. The specification document is corrected to remove the words "oil free".
3. The Site Visit document is revised to correct the contact email address for the Visit Control Center to: nuwc_npt_access_control@navy.mil
4. QUESTION:
On the Combined Synopsis and Solicitation document, there is a request for a labor matrix. Is the matrix shown the preferred style?
ANSWER: The offeror may propose additional labor categories as required to perform the SOW tasking. Total labor hours for the year shall not exceed 40 hours.
5. QUESTION:
The request on this document is for 5 years, but the SOW is for 3 years after the1 year warranty period. Presuming we are servicing during the first year of operation also, I see that as 4 years total. Am I reading one of the documents incorrectly?
ANSWER: RFQ document updated to three (years), per Answer 1 above. Warranty under CLIN 0001, for year one (1), shall include annual preventive maintenance services.
6. QUESTION: The bid asks for maintenance costs for three years. Maintenance on Sullair air compressors is based on hours of operation. Do you know how many hours per year the compressor operates? One shift (8 hours/day), two shifts (16 hours per day ), three shifts (24 hours per day) or 24/7. A single shift is approximately 2,000 hours. Need to know this to quote maintenance costs.
ANSWER: 16 hours/day.
7. QUESTION: The performance 240 cfm is the performance of a lubricated air compressor not an oil free compressor. An oil free 50 hp air compressor only delivers about 216 cfm. Please confirm if want an Oil Free air compressor.
ANSWER: A lubricated air compressor is acceptable. Oil carryover is unavoidable for lubricated air compressors. The requirement for oil free air is that the discharge from the proposed ‘system’ (compressor, dryer and filter) achieve ISO 8573-1 Air Quality 2.4.2 as the current system provides. The Specifications document has been updated, per Answer 2 above.
AMENDMENT 0002- June 16, 2025
Amended to incluse questions and answers from Industry.
1. QUESTION: Compressor discharge to be 1.5" type L copper tubing using existing Kaeser discharge line to the 2" copper header. New union and isolation valve will be installed.
ANSWER: Yes.
2. QUESTION: Voltage of compressor is 460/3/60. Dryer voltage is 230/1/60
ANSWER: Yes.
3. QUESTION: New dryer to include a 1.0u (micron) prefilter and a .01u (micron) afterfilter
ANSWER: Yes.
4. QUESTION: Access to building is thru the ground height overhead door on the side of the building.
ANSWER: Yes.
5. QUESTION: Aisleways to be free and clear of obstructions when we arrive to place compressor.
ANSWER: Yes.
6. QUESTION: Use of NUWC Newport fork truck to move the compressor from the overhead door area to the compressor room is allowed.
ANSWER: Operated by NUWC personnel, otherwise Contractor must provide their own.
7. QUESTION: New dryer bypass and piping to include Gardner Denver discharge will be 2" copper tubing type L.
ANSWER: Yes.
8. QUESTION: Maintenance costs are based on 4,000 hours of operation annually.
ANSWER: Yes.
AMENDMENT 0003 - June 27 2025
The solicitation was amended to offer clarification on the CLIN structure and quote format requirement. As a result of this modification the response time has been extended through July 3, 2025.
