General
The Federal Bureau of Prisons (BOP) intends to establish a contract for the provision to supply
Liquid Propane Gas (LPG). Services are to be performed on-site at the Metropolitan Detention
Center (MDC), located in Guaynabo, Puerto Rico. The Government reserves the right to award
without discussion and to make a single award. Therefore, each initial offer should contain the
offeror's best terms from a cost or price standpoint.
Place of Performance
Liquid Propane Gas Services will be performed in the Metropolitan Detention Center (MDC) Guaynabo, 652 Road 28, Guaynabo, PR 00965.
Schedule
The delivery hours shall occur weekdays between the hours of 6:30 AM and 3:00 PM.
Service
The contractor shall provide all labor and material to deliver, and transfer LPG to a government
provided, 1,000 Gallon, LPG Tank at the MDC on a weekly schedule. The delivery schedule shall
be mutually agreed upon between the contractor and the Facility Manager. The contractor shall
comply with all laws, regulations, and requirements of the Federal Government and the
Commonwealth of Puerto Rico.
Method of Instruction
Verbal and/or written instruction will be provided by MDC Guaynabo facility staff.
Method of Performance
The Contractor has sole responsibility and discretion for choosing and implementing the manner and
method of performing tasks outlined in this Statement of Work (SOW) considering all requirements are
met in accordance with the policies described below.
Payment Terms
Contractor must provide a means for electronic payment to include bank routing and account number.
Payment terms as specified in FAR 52.212-4(g) (Nov 2021), the due date for making an invoice
payment by the designated payment office shall be the 30th day after the designated billing office has
received a proper invoice, or the Government accepts the services performed by the Contractor. The
Contractor can however offer discount payment terms for prompt payments as specified I block 12 on
the SF-1449 form of this solicitation.
