Project Title: Ground Maintenance Services - Sabana Field Research Station (SFRS)
USDA Forest Service required Ground Maintenance services for the Sabana Field Research Station (SFRS) six buildings located at Road 983 INT 988 KM 6.5 Luquillo, PR 00773 (see maps). Service to include but not limited to: Cleaning the yard, cutting grass, weeding by hand, maintenance of all garden areas and general cleanliness of the green areas inside the Station. Trim and clean the outside of the Station fence and around gate once a month. Collect all leaves and associated plant parts that have fallen on ground surfaces once a month. It consists of collecting and disposing to a compost pile of all the leaves and other organic debris of vegetation that falls inside the fenced area of the Station, including the roofs. Pressure washing exterior roofs, sidewalks, concrete drainage ditches, culverts and parking. This consists of cleaning the concrete areas including parking, sidewalks, other ground-level concrete surfaces, roofs and parapets. This work is distributed throughout the year so that all areas are cleaned up a minimum once a quarter. Due to the nature of potential for year-round rainfall at the SFRS facilities, this works addresses and eliminates potential slippery surfaces as a safety concern.
The anticipated award date is 1st September 2021. The North American Industry Classification System (NAICS) for this requirement is 561730 Landscaping Services and the size standard is $8M. Oral communications are not acceptable in response to this solicitation.

Contractor Requirements
Complex is composed of six buildings:
Approximate Area North 1,120 m² (0.27 acres)
Approximate Area South 4,735 m² (1.17 acres)
Approximate Total Area 5,855 m² (1.44 acres)
Approximate area of the six buildings:
a) Administration/Communications/Law Enforcement Office (LEO): 1,539 sq ft, approx.
b) Ecosystems: 726 sq ft, approx.
c) Laboratory: 752 sq ft, approx.
d) Researcher Offices/Modular Unit: 1,300 sq ft, approx.
e) Dormitory: 1,822 sq ft, approx.
f) Multipurpose (Previously Woodshop): 3,000 sq ft, approx.
Groundskeeping tasks as described in Section 5.0 Scope of Work/Schedule of this Statement of Work. The Contractor will adhere to and enforce all applicable local safety regulations. The Contractor shall report any accidents, injuries, fires, or other incidents to the Contracting Officer Representative, (COR) immediately. If incidents requiring emergency response occurs, should call 911 immediately. Contractor personnel shall wear appropriate personal protective equipment (PPE) for the task being performed. In relation to the COVID response, the Contractor should follow the safety guidance by the CDC, the USDA, and the PR Health Department. The Contractor shall protect government property.
The Contractor shall protect government property. When cleaning laboratories, Contractor should not move equipment or instruments; and never clean surfaces that are in use at the time.
Deliverables / Schedule. (SEE SECTION B and SOW, Attached Solicitation)
The Contractor shall be responsible for coordinating all work to be performed under this project with the Contracting Officer and the COR. The Contractor shall maintain work schedules from Monday through Friday based on an eight-hour workday as per in Statement of Work (SOW).
The Contractor must designate a Project Manager (PM) as the single point of contact (POC) for award management. The PM must have the authority to make decisions for the Contractor and must be the single Contractor representative responsible for all issues, concerns, or problems for this award instrument. The PM must readily respond to questions, concerns, and comments. The PM must proactively alert the Government to potential contractual issues.
