This is a Sources Sought Notice (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10.
This notice is issued by the U.S. Coast Guard Shore Infrastructure Logistics Center (SILC COB4-E), Norfolk, VA to identify qualified contractors capable of providing repairs and improvements to the current security systems at the Housing Area as well as the Hangar area located within 3 miles from the base at the United State Coast Guard Detachment Borinquen located in Aguadilla, Puerto, Rico. The existing CCTV system is composed mostly of Bosch Cameras, the new equipment shall be compatible with the existing cameras and equipment. The period of performance shall be 120 days from the notice to proceed.
At this time, no solicitation exists: therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. Contractors having the skills and capabilities necessary to provide the stated service are invited to provide information to contribute to this market research and sources sought including, commercial market information and company information demonstrating their ability to perform this work. Sources sought include small business, veteran-owned small business, service-disabled veteran (SDVOSB) small business, HUBZone small business, small disadvantaged business and women-owned small business concerns. The applicable NAICS code is 561621 (Security System Services except Locksmith) with a size standard of $20.5M.
Any interested contractors capable of providing these services is requested to respond via email to: PATTY.G.SCOTT@USCG.MIL no later than 4:00pm EST on Friday 28 June 2019 with the following documentation:
Name of company, address, point of contact, telephone number and e-mail address; business size and disadvantaged, 8(a), HUBZone status or SDVOSB status; corporation affiliations; potential joint venture partners, teaming partners and major subcontractors. Vendors are also invited to provide the following information, paying particular attention to address contracts of similar scope and size; references and record of past performance information.
In addition, past performance information and a capability statement shall be submitted. Past Performance information shall include recent and relevant contracts for the same or similar scope of work and other references (including contract numbers, point of contact with telephone numbers and other relevant information). Offeror shall furnish this information for at least three contracts ongoing or completed within the last three years, for like or similar services, held with the U. S. Coast Guard, other Government Agencies or Private Industry. Competition and set-aside decisions may be based on the results of this market research
The solicitation will be available electronically via FEDBIZOPS at http://www.fbo.gov. It is the potential offeror's responsibility to monitor this avenue for release of any future solicitation or synopsis. Interested parties must be registered in the System Award Management (SAM) as prescribed in FAR Clause 52.232-33. SAM can be obtained by accessing the Internet at https:// www.sam.gov.
