Specifications include, but are not limited to: Provide comprehensive and culturally competent sexual health Screenings and Linkage to Treatment for Human Immunodeficiency Virus (HIV), STDs, Hepatitis C, PrEP, and Non-Occupational Post-Exposure Prophylaxis (nPEP). Ensure Pre-test Counseling includes the completion of a Behavioral Risk Assessment and obtaining Consent for testing. Utilize Clinical Laboratory Improvement Amendments-waived Rapid Testing technology or conventional blood for HIV, syphilis, and Hepatitis C tests. Ensure non-clinical staff administering rapid HIV, HCV, and syphilis testing complete two (2) day Training receiving certification from the Maine CDC prior to performing testing. Ensure Client have the option to receive the initial rapid HIV and HCV tests as confidential or anonymous. Enter into a Memorandum of Understanding (MOU) with a Maine CDC directly-funded clinical testing site, a facility that utilizes Maine’s HETL (Health and Environmental Testing Laboratory) or a certified, external commercial laboratory, if the awarded Bidder is not able to offer confirmatory testing in-house. Provide Pre-test Counseling, which includes, at a minimum, the following: The completion of a Behavioral Risk Assessment; and Obtaining Consent for testing. Offer Positive HIV Cases Post-test counseling and Linkages to Care within thirty (30) days. Report Positive HIV, chlamydia, gonorrhea, and/or syphilis tests on the STD Case Report Form (Appendix N) and faxed to the Department within 48 hours, in accordance with the Rules for the Control of Notifiable Diseases and Conditions (10-144 CMR Chapter 258). The awarded Bidder shall also report preliminary positive HIV tests to the Maine CDC. Case reports are expected to include complete risk and demographic information in addition to Treatment prescribed. Ensure health care Providers are adhering to the U.S. CDC Treatment and Testing Guidelines. Submit tests which require laboratory processing to HETL within recommended submission timelines, in accordance with the Rules for the Control of Notifiable Diseases and Conditions (10-144 CMR Chapter 258). Provide safer Sex supplies, such as condoms and lubricant, during the test encounter.
