Specifications include, but are not limited to: Bond Counsel shall provide the following services concerning financial matters to the State on a continuing basis throughout the period of this engagement. Such legal services shall include, but not be limited to, rendering objective legal opinions, as well as advice and research in the following areas: 3.1.1.Advising and assisting the State in developing and structuring procedures to issue registered taxexempt bonds in accordance with applicable laws, customs, and practices governing the issuance of municipal bonds. 3.1.2.Providing an objective legal opinion with respect to the authorization and issuance of debt obligations and whether interest paid is tax-exempt under federal and/or state laws and regulations. 3.1.3.Examining applicable law; preparing authorizing documents; legal notices and consulting with parties to the transactions; reviewing proceedings; and performing additional duties as necessary to render opinion(s).
