Specifications include, but are not limited to:The DPA seeks assistance from qualified firms and individuals to provide professional public utility consulting service to the DPA in exercising its statutory duty of advocating for the lowest reasonable rates for residential and small commercial consumers, consistent with an equitable distribution of rates among all rate classes and the maintenance of safe, reliable and adequate utility service. Such consulting services shall include a detailed examination of Suez’s claimed revenues and expenses; its request for an increase in its authorized rate of return; an e v a l u a t i o n o f t h e C o m p a n y ’ s p r o p o s e d c o s t a l l o c a t i o n a n d r a t e d e s i g n ; and an assessment of its proposed tariff modifications. The DPA’s internal staff will work with the consultant(s) in the preparation and presentation of testimony and exhibits and may participate in certain areas of the c a s e w h i c h c o u l d b e i n c o r p o r a t e d i n t h e c o n s u l t a n t ’ s testimony
