Specifications include, but are not limited to: Develop and implement a Service Locator Tool (Tool) within four (4) months of the Initial Period of Performance which: Is available 24/7 via an easily accessible public search tool that can be opened and used through all major web browsers and mobile devices. Search results are easily interpreted by all end-users. Has administrative access for multiple State agencies and/or their designees. The Tool must have the potential to support future functionality necessary for multi-payor administrative views that protect proprietary information, by payor. Has a separate consumer and Provider view in order for each to access the appropriate user interface. Has role-based access control mechanisms for administrative access that allows for editing information, pulling ad-hoc and standard reports, report development and data extraction. Any integration with the State’s Active Directory must use Active Directory Federation Service. Offers a user-friendly validated decision support tool, both consumer and Provider -facing, for Substance Use Disorder (SUD) treatment based on the American Society for Addiction Medicine’s (ASAM) placement criteria. Include a sample of the treatment level decision support tool in the Bidder’s proposal (PART IV, Required Attachment #7). Provides information and/or links for Providers, patients, and the public regarding SUD crisis-response services. Utilizes person-centered, non-discriminatory language around SUD. Allows users to search dynamically through a field search, including but not limited to: OUD/SUD services provided (e.g. Medically supervised withdrawal management, residential care, intensive outpatient services, counseling);
