Specifications include, but are not limited to: 1. Initial Project Meeting and Project Management: a. Obtain an understanding of the studies goals, objectives, issues and concerns of both parties b. Provide project management and administrative activities 2. Data Collection and Validation: a. Accumulate necessary data to conduct the water and sewer rate study and calculate water and sewer connection fees b. Validate data accuracy 3. Financial Policy Evaluation: a. Review existing financial policies related to rate and fee creation, offer any opportunities for improvements or better alignment with Idaho Statutes 4. Prepare Rate Study a. Determine Revenue Requirements: i.Operations ii.Capital b. Determine Cost of Service i.Development of fair and equitable allocation of costs for each utility: 1. Class of customers 2. Identify fixed and variable costs (Allocation to Base vs. Usage Rate) 3. Provide a summary of unit costs by customer class c. Develop Rate Design i.Perform rate structure evaluation, provide rate design alternatives, and identify customer bill impacts for each utility 5. Update System Connection Fees a. Validate City Methodology 2 of 2 b. Apply Methodology to establish connection fees for each utility
