Specifications include, but are not limited to:The State of North Dakota, Office of Management and Budget (OMB), Fiscal Management Division, provides unbilled services to State programs that operate with federal or special revenue funds. In order to recover the costs of providing these services, the State must prepare a Statewide Cost Allocation Plan (SWCAP). The SWCAP plan documents the State’s unbilled central service costs that are used by State agencies. The plan is then used to bill the federal and special revenue fund their fair share of the costs. The contractor must prepare and negotiate a Statewide Cost Allocation Plan with the U.S. Department of Health and Human Services (HHS) on behalf of the State. 2.02 Budget The estimated budget for completion of this project is between $20,000 and $30,000 per fiscal year. 2.03 Scope of Work The North Dakota OMB Fiscal Management Division invites professionals with documented experience, qualifications, and demonstrated expertise in the field of cost recover and preparing cost allocation plans for state governments or like entities to submit a proposal to prepare and negotiate the SWCAP plan for fiscal year ended June 30, 2016, Fiscal Management Division expects the consultant to use methodology that maximizes the allowable cost recovery from federal and special revenue sources. Once the plan has been completed, the consultant will successfully negotiate the plan with the U.S. Department of Health and Human Services (HHS).
