Specifications include, but are not limited to: 1. Establish a facility to collect HHW within the City of Billings, to be operated during regular landfill hours of operation. 2. Provide all equipment, staffing, and supplies necessary for those portions of the collection site used for collection, handling, packaging and transportation of waste, including safety equipment. 3. Be directly responsible for documenting all material brought into the collection site; segregating hazardous, non-hazardous and recyclable materials; properly packaging for transportation all hazardous wastes; preparing container content sheets, manifests, notifications, certifications and other shipping documents; provide transportation and disposal or destruction of all collected hazardous waste; and provide documentation of the final destination and status of all disposed hazardous waste. 4. Provide properly trained and qualified staff necessary to review, segregate, package, manifest, transport and dispose of all incoming wastes. Lab packers should have a minimum of a 40 HAZWOPER course and all unidentifiable materials should be packed by a chemist. 5. Ensure the HHW facility is in compliance with all Federal, State and Local requirements for the collection, storage, and disposal 6. Accept title to the waste collected and indemnify the City of Billings from future liability. 7. Provide for the safe treatment and disposal of collected wastes in compliance with all applicable state and Federal regulations. 8. Provide a bi-annual report, describing in full, the types and volume of wastes collected and disposal methods to the City of Billings, Solid Waste Division. 9. Properly dispose of all HHW/CESQ material collected.
