Specifications include, but are not limited to:The Workforce Safety & Insurance (WSI) System Replacement Program (SRP) will replace core business computer systems in order to improve customer service, meet anticipated growth, and enable WSI to remain current with technology. A phased, evolution implementation approach will be used whereby the application user interface will be “re-faced” into a new web-based user interface while retaining the current database and business logic. As a precursor to the SRP, WSI completed a comprehensive planning and analysis phase to prepare for the launch of this large, multi-year program for the replacement of its core computer systems. An integral part of this planning and analysis included development of a set of Release Plans dividing the SRP into 3 development phases (Shared Components, Policy, Claims), with each of these development phases including multiple projects, and each project delivering functionality in a production environment ready to be used by WSI business users. Also developed in conjunction with the Release Plans were corresponding Budget Plans, Resource Plans, a Configuration Management Plan, and timelines. Prior to start of the first project (Project 1), development tools and software were acquired and infrastructure setup and configuration were completed according to the Configuration Management Plan. Project 1 began November 2015 with an anticipated production implementation April 2016. This purchase is for contracted services to provide project management, business analysis, quality assurance, development and application architecture support to complete the re-facing effort for Projects 2 and 3 as laid out in the Release Plans, and to enhance and support what was implemented in Project 1. The contracted service provider must possess a strong background in workers’ compensation industry, extensive knowledge/experience with WSI’s current claims and policy systems, experience with re-facing systems for other workers’ compensation state funds, the resource capacity and skill sets necessary to complete the project according to the project schedule, expertise and experience necessary to manage and direct the project and successful implementations on a .Net platform using an agile methodology approach to complete the necessary architecture, infrastructure, and tools setup/configuration necessary to complete Projects 2 and 3 of WSI’s System Replacement Program, utilizing the architecture and processes established in Project 1.
