Specifications include, but are not limited to: The EAC seeks to evaluate third party electric supplier programs that meet the statutory requirements of an opt-in electric supply program and provide valuable electric supply benefits for those customers choosing to contract for their supply offer. The Committee will evaluate the various proposals and if selected will recommend the Secretary of State enter into a State supported contract with a third party supplier. The proposal, at a minimum, must contain the following: 1.A fixed price, multi-year, per kilowatt-hour electric supply price that the supplier is willing to provide to Delaware residential and small commercial customers on an opt-in program basis; and 2.Identified value added products or services that could help energy consumers better manage their energy use and bills; and 3.Other potential consumer benefits, the supplier may be willing to offer; and 4.A clear and concise description of its offerings with a comparison of the value of their proposed product offering to that of the current Delmarva Power standard offer service value; and 5.A proposed schedule of activities that in the offeror’s professional judgment canprovide for coordination with the PSC and which can support the supplier’simplementation and marketing to begin customer signups within 90 days aftercontract.
