Specifications include, but are not limited to: Delaware’s Teacher and Leader Effectiveness Unit (TLEU) is developing, designing and implementing educator effectiveness policies and initiatives aligned with Delaware’s overall college & career ready student outcomes. With higher expectations for students and educators, the demand for excellent school leadership that can appropriately implement staff evaluation is now higher than ever. DDOE recognizes that to be effective, evaluators must be knowledgeable about evaluation procedures, achieve an acceptable level of inter-rater reliability, and be capable of providing targeted and actionable feedback. As a result, there is a need to provide initial training to new credentialed observers, improve the training and coaching available to evaluators so they can implement the educator evaluation system well, and provide targeted training and coaching in key skill areas based upon state monitoring and administrative data. Credentialed Observers must be able to demonstrate an awareness of educator evaluation policy implications, inter-rater reliability within the observation process, and the ability to communicate meaningful and actionable feedback based on observation data---while DDOE and partner LEAs should provide an ongoing continuum of professional learning services to improve and refine their practice.
