Specifications include, but are not limited to: The state of North Dakota has been designated by the US Department of Housing and Urban Development as a State Administrative Agency (SAA). The designation is for conditional approval which means that the state’s role will be limited to receiving and processing consumer complaints and construction related problems. The State of North Dakota, acting through its Department of Commerce, Division of Community Services, hereafter known as “purchasing agency” or “ND DCS” is soliciting proposals for contractor to conduct manufactured home to investigate, inspect, verify complaints, monitor, train and formulate reports concerning the Manufactured Home Installation Program, 3rd Party Inspection Program, SAA Programs, Weatherization Program and the North Dakota Building Code Program, hereafter known as “offeror” or “contractor”.
