Specifications include, but are not limited to: Program Purpose – Delaware’s cooperative agreement, State Innovation Model (SIM), includes funding to support state-led evaluations for continuous improvement monitoring conducted by an independent state evaluation contractor. Currently, there is no established standard for this process. The selected contractor will work with the State to assess the efficacy of SIM programs; establish measurable criteria, develop a process for gathering data, provide reports to State personnel for submission to grant sponsors, and advise on refining evaluation methods. This Request for Proposal seeks to procure an independent contractor that: a. Is qualified in creating and implementing systems designed for rapid-cycle evaluations, demonstrates success in executing similar projects, has the capacity to perform the work in a timely manner, and provide professional references; b. Will provide company oversight, project support, and maintenance; c. Is experienced and equipped to design, develop and implement a state-led evaluation of Delaware’s SIM Program; d. Works collaboratively with HCC and federal evaluators on developing evaluation plans; e. Creates functional procedures in accordance with established or needed State policies, legislature, and/or guidelines; f. Will provide input on, track, and inform stakeholders of progress towards unique, state-specific implementation milestones and model outcomes; g. Evaluate and analyze data as needed to provide customized statistical and narrative reports; and h. Will assist the State of Delaware, HCC in complying with requests from the federal evaluation contractor in full collaboration with CMMI, Technical Assistance providers, and others as identified in accordance with the CMMI
