Specifications include, but are not limited to:Purchase Description: The North Dakota Department of Transportation (NDDOT) uses traffic volumes as one of its foundational assumptions in many engineering activities, few things are more critical to NDDOT’s tactical operations than high-quality traffic counts. The extreme variability in day-today volumes in portions of the state makes this effort highly challenging. Additionally, all currently used counting methods provide very limited geographic coverage for the amount of work or expense involved. In addition to the criticality of traffic-volume information, the NDDOT is using performance based measures as a method of evaluating snow-and-ice control response. The currently planned method is to use traffic speed as a way of determining when roadways have returned to normal driving conditions following winter storms or other events. However, geographic coverage of such information is, currently, very limited (essentially to existing network of automatic traffic recorders (ATR), Environment Sensor Station (ESS) locations).
