Specifications include, but are not limited to: A. The Contractor must: a) Develop and administer a CAHPS Health Plan Survey 5.0H, Child Questionnaire, excluding the Children with Chronic Conditions Supplemental Items, using Appendix G located at: https://www.medicaid.gov/medicaid/quality-of-care/downloads/medicaid-andchip-child-core-set-manual.pdf, to a subset of Idaho's approximate twenty-five thousand seven hundred fifty (25,750) Children's Health Insurance Program (CHIP) beneficiaries and or their caretakers according to HEDIS protocol and using the Center for Medicare and Medicaid (CMS) specifications; https://www.medicaid.gov/medicaid/quality-ofcare/downloads/medicaid-and-chip-child-core-set-manual.pdf. b) Determine the number of completed surveys necessary to be statistically significant per CMS requirements and include adequate representation of all CHIP eligible populations and Department regions. c) Work with the Department to finalize the sample frame data file specifications no later than two (2) calendar weeks after beginning work on the 2019 survey. d) Initiate work with the Department on or before April 20, 2020 to finalize the sample frame data file specifications for the 2019 survey. e) Draw the survey samples from the sample frame according to HEDIS protocol and CMS specifications from the sample frame data file provided by the Department. f) Administer the survey using one (1) of the two (2) standard options: 1. The mail-only methodology; a three (3) wave protocol with three (3) questionnaire mailings, or 2. The mixed methodology; a two (2) wave mail protocol [two (2) questionnaires] with telephone follow-up of at least three (3) telephone attempts. B. Within thirty (30) calendar days from the date of contract execution, the Department will provide to the Contractor a complete, accurate, and valid sample frame data file in a comma separated value format for selection of the sample frame for the survey. C. The survey, analysis of the survey data, and raw data elements must be completed and provided to the Department by September 30, 2020.
