The Master Plan will serve as the primary document to guide the DSPC to its desired pattern of growth and development. The Master Plan will identify and incorporate the changing business trends and adjustments of the maritime port industry over the next five years and will include ten and twenty-year projected developments and plans as an integral part of the Master Plan. The Master Plan should include recommendations and implementation strategies to provide practical and implementable guidance and direction for the DSPC's future growth. The Master Plan should include detailed studies and analysis of each of the multiple locations that could be developed on Delaware River, including technical, environmental, and legal aspects of each, individually and comparatively, to determine their desirability for investment and successful port expansion. The DSPC is specifically seeking a planning consultant with experience in preparing strategic master plans for ports of similar size and nature in the maritime industry, with specific knowledge about the port economy of the Delaware River and the mid-Atlantic region. Selection will be based on experience, demonstrated ability, and competencies in preparing a Master Plan.
