Specifications include, but are not limited to: The Diamond State Port Corporation (DSPC) is requesting Statements of Qualifications (SOQs) from professional planning consultants interested in preparing a comprehensive Strategic Master Plan for the Diamond State Port Corporation (Master Plan) for the DSPC, which operates the Port of Wilmington, DE (Port). The Master Plan will serve as the primary document to guide the DSPC to its desired pattern of growth and development. The Master Plan will identify and incorporate the changing business trends and adjustments of the maritime port industry over the next five years and will include ten and twenty-year projected developments and plans as an integral part of the Master Plan. The Master Plan should include recommendations and implementation strategies to provide practical and implementable guidance and direction for the DSPCs future growth.
