Specifications include, but are not limited to:Vendor shall provide clinically managed low and high-intensity residential treatment services for adults with a substance use disorder meeting criteria for the specified level of care with the capacity for 45 beds. Vendor must be licensed as a substance abuse treatment program by STATE to provide clinically managed low and high-intensity residential treatment services for adults or have the ability to become licensed by the commencement of the contract. Vendor must develop a plan to coordinate with the current contract holder for the transfer of individuals and their records, if necessary. Vendor must provide treatment programming based on best practice that is person centered, recovery oriented, trauma informed, and approved by STATE. Vendor shall notify STATE of any major programmatic changes throughout the duration of the contract. Vendor must submit a copy of their policy and procedure manual for approval, including updates thereafter. The policy and procedure manual must include a process to report any sentinel events to STATE within 24 hours of occurrence, including a plan of action and updates thereafter. Vendor must develop a system to collect and analyze process and outcome measures, to include client level data and assessment of their programming, and submit to STATE for prior approval. A quarterly report consisting of the process and outcome measures must be submitted by the 10th of October, January, and April. The final quarter and a yearly report must be submitted by the 10th of July. Vendor must accommodate STATE for on-site visits, requests for further information, and participate in scheduled meetings, phone conferences, and any training or technical assistance as requested by STATE.
