Specifications include, but are not limited to:The North Dakota Department of Health, Division of Disease Control, is soliciting proposals for a state-wide media campaign that will highlight the importance of vaccinating teens and preteens against HPV. The focus of the state-wide campaign will be television and radio using public service announcements (PSAs). Free spots in return for purchased sports are desired. Three 30-second television and three 30-second radio messages will be provided; therefore, no production costs will be incurred by the Contractor. The three PSAs can be run randomly. The television and radio campaign must include a variety of stations which will be heard by the general population. The target audience is North Dakotan preteens, teens, young adults and their parents. Offerors are encouraged to also submit proposals that include website, mobile, satellite, and tablet streaming of PSAs. Please provide a rationale and justification for the use of this type of promotion. If offerors have other effective promotional ideas, those should also be outlined in the proposal with a justification. Offerors will provide an itemized cost estimate and justification individually for both the television and radio schedule. If other media will be used, a justification should be included. Cost breakdown will detail dollar amount per station or media source per month, along with the number of paid spots and free spots. Included in the proposal will be all other costs incurred by offering agency to complete scope of service, such as personnel, PSA delivery method media, supplies, etc. Offerors will provide justification and rationale for the chosen schedules given the target population and focus of the campaign. A component of the justification and rationale will include a schedule listing paid spots aired per day along with the time of day and station.
