Specifications include, but are not limited to: 2.1 The intent of this two-step solicitation is to establish a PQF who will have the opportunity to submit competitive sealed bids on future construction-related solicitations associated with the rehabilitation of a 90,000 square feet office building located at 2650 Fountain View Drive, Houston, Texas 77057. 2.1.1 The rehabilitation of the above property includes: 2.1.1.1 Installing HVAC Equipment; and, 2.1.1.2 Demo/installation of the roof. 2.1.2 The two-step procedure is designed to obtain the benefits of sealed bidding by awarding a contract to the lowest responsive, responsible bidder. Simultaneously, this procedure is designed to obtain the benefits of the competitive proposals method through soliciting technical offers and conducting discussions that evaluate and determine the acceptability of technical offers. 2.1.2.1 In the first step, technical proposals are requested only, and they are evaluated for acceptability. Fountainview may conduct negotiations or discussions if necessary, and will establish the PQF at the conclusion of the first-step. 2.1.2.2 In the second step, only bids based upon technical proposals determined to be acceptable, either initially or as a result of discussions, will be considered for awards, and each bid in the second step must be based on the bidder’s own technical proposal. 2.1.3 The bid will contain detailed specifications, project requirements, and applicable terms and conditions (which includes but is not limited to Attachment I).
