Specifications include, but are not limited to: The State intends to enter into an agreement for administration of the State’s Partnership Program and Transition to Independence Program flexible funds. Flexible funds are intended to improve the flexibility of the mental health system by establishing a pool of funds for children with serious emotional disorders and transitional youth. The goal is to enhance well-being, self-sufficiency, and improve the ability to support the child or young adult at home/community, while complimenting the goals of the treatment plan. Flexible funds are utilized to build upon child/family or young adult’s strengths to address needs identified in the treatment plan. Flexible funds are intended to supplement existing resources and to enhance the ability to meet the family or young adult’s needs. Availability of flexible funds is based on individualized needs
