Specifications include, but are not limited to: The State intends to enter into an agreement for Training and Technical Assistance for capacity building activities for the Strategic Prevention Framework State Incentive Grant grantees and staff. Training and Technical Assistance must include on-sight trainings on sustainability of the Strategic Prevention Framework process and the building of local substance abuse prevention infrastructure and capacity. State intends to have four in-person trainings, followed up with monthly webinars, consultations, and facilitated opportunities for grantee networking and capacity building. All capacity building activities must follow the Strategic Prevention Framework process and include the evaluation of process and outcome measures, research, data collection and assessment, sustainability, strategic planning, cultural competence, and the implementation of evidence-based strategies.
