Specifications include, but are not limited to: North Dakota Highway Patrol, hereinafter referred to as NDHP, will contract for provision of a comprehensive program of random alcohol and drug testing for sworn and non-sworn state employees in safety-sensitive and public service positions which require the operation of state owned vehicles or are are associated with the use of NDHP law enforcement weapons, equipment, and vehicles. Testing Pool: It is estimated that the number of employees to be tested will range from 150 – 180. The NDHP has a Headquarters Office, Training Academy, Capital Security, and 5 Regions with approximately 25 – 60 employees per Region/Area (See Attachment 1). The number of sworn & non-sworn officers in the Bid Response estimates the testing pool from the NDHP by location. NDHP Policy 6-14 Employee Drug Policy, is provided as a reference (See Attachment 2). The awarded contractor will be required to provide a program which supports this policy. The policy will be considered part of the specification for this bid letting. NDHP’s Employee Assistance Program provides training on the alcohol and controlled substance testing program to NDHP supervisors. NDHP has an established internal policy and informs NDHP employees about the testing program. The contractor’s training and/or consultation services may be requested in the administration of this program. It is expected that contractors will meet every specification outlined herein. Any bidders who cannot meet any of the specifications must identify deviations and submit a written explanation for the variance. Submittals which do not meet the intent and requirements of this specification may be considered non-responsive. The successful vendor must have the ability to manage the volume of employees in the testing pool of NDHP. The successful vendor must have a proven method and system in place to facilitate the NDHP controlled substance (urine) testing and alcohol (breath) testing program and to accommodate the noted testing locations. Controlled substance tested for will be at a minimum but not limited to: 6-Mono-Acetylmorphine, Extended Amphetamines, Cocaine, Marijuana, Methylenedioxymethamphetamine, Opiates, Phencyclidine, and Alcohol.
