Specifications include, but are not limited to: The STATE is soliciting proposals for one or two types of off-the-shelf Rapid ID devices along with a vendor provided software system to manage the devices for use by North Dakota law enforcement. It is possible that one device may satisfy both usage patterns but it is anticipated that two separate devices would be needed to meet the requirements. 1. The primary scope of the project is to expediently and biometrically identify subjects in non-intake situations. Subjects will voluntarily offer their fingerprints and the solution (Rapid ID device, server(s), and databases) will return, assuming matching fingerprints, data about the subject and typically a photo. Both devices defined in this document referred to as Device 1 and Device 2 will be able to execute these less complex transactions. 2. The secondary scope of this project for Device 2 will eventually be to execute an NDAG written secondary function or application that will return additional data about the subject from one or more law enforcement databases or update one or more databases with new data about the subject. Examples of these secondary applications that are not yet developed are described below. This secondary functionality utilizes the Rapid ID devices with different workflows and processes, therefore greatly increasing the value and effectiveness of the devices and lowering the cost of deployment.
