Specifications include, but are not limited to: Develop a comprehensive state-wide strategic approach to stakeholder communication and engagement, with a strong emphasis on transparency Conduct deep and wide stakeholder engagement process consisting of individuals from across the state’s education spectrum while keeping the broader school community informed Review the current observation framework/system and analyze how well the tool aligns with current research related to instructional design and teacher effectiveness Design/adapt an observation framework rubric and system with clear, succinct, easily understandable language that reflects college and career-ready standards and is aligned with federal and state regulations Develop clear, concise, and measurable expectations for educator performance that are clearly and consistently articulated and allow for data integrity and transparency Develop and execute a comprehensive, multi-strategy communication plan that will communicate efforts throughout the planning, development, and implementation stages and successfully introduces educators to the new framework/system Provide training modules for all educators to prepare them to utilize the new evaluation framework/system Consult on all training materials and resources needed to implement new systems, including manuals for both educators’ and administrators’ use and responsibilities
