BACKGROUND AND PURPOSE HGACBuy , the Cooperative Purchasing Program of the Houston-Galveston Area Council of Governments ( H-GAC ) is issuing this Request For Proposal (RFP) for the acquisition of Rental Equipment and Portable Facilities Equipment and Services. Our intention is to establish a contract(s) with qualified and cost effective provider(s) who will furnish such equipment and services on behalf of the needs of H-GAC’s local government and qualified non- profit Cooperative Purchasing Program Members ( End Users ) nationwide. Our expectation is that End Users purchasing covered services thru our Program will receive high quality service more cost effectively and in a timelier manner than they would be able to accomplish by doing the basic procurement themselves. H-GAC expects Respondents to extend volume discount pricing to more than 6,000 HGACBuy Members (End Users) . H-GAC makes no guarantees about single order quantities or total aggregate order quantities by End Users of the HGACBuy Program . Respondent shall demonstrate in response to this RFP how sales, service, training and support will be provided and achieved throughout the term of a contract nationwide. Organizational structure, including all sales and support centers should be detailed. Local governmental references, including contact name and contact information shall also be provided as part of any response. It is the sole discretion of H-GAC and its staff to be able to award multiple contracts for the same equipment and services provided. 2. SCOPE OF SERVICES This RFP targets two separate types of products/industries intended to encompass a wide variety of Rental Equipment and the Rental of Portable Facilities Equipment and Services which may fit in the broadly defined scope as described below. These may include, but not be limited to, such equipment as: light to heavy duty construction, generators, HVAC, pumps, trench & piping, maintenance and materials handling type products, portable restrooms, showers, sinks, laundries and other related facilities The broad equipment and service categories to be addressed are: A. Rental Equipment - The rental equipment industry, which can offer a wide array of brand-name equipment for rent and can effectively deliver, install, and maintain such equipment, as well as having the ability to sell used equipment such as but not limited to: Construction Equipment (light and heavy duty), Generators, HVAC, Arial Lifts and Scaffolds, Pumps, Trench & Piping Equipment, Maintenance and Materials April 21, 2012 DRAFT Page 1 of 6 RN11-15 Rentals - Equipment & Portable Facilities Handling type products, Tool and Supplies, etc. Also included would be services related to maintaining and training in the usage of equipment, End User Service Agreement terms and conditions, product and service coverage area, customized reporting capabilities, and any other available services will be considered in proposal evaluations. B.Rental of Portable Facilities - The rental facilities industry, which offers a wide array of items and can effectively rent, deliver, install and maintain equipment such as but not limited to: Portable Restrooms, Showers, Sinks, Laundries and other related facilities and services. Also included would be services related to maintaining and training in the usage of equipment, End User service agreement terms and conditions, product and service coverage area, customized reporting capabilities, and any other available services will be considered in proposal evaluations.
