Specifications include, but are not limited to: The Department of Services for Children, Youth and Their Families (DSCYF), Division of Youth Rehabilitative Services (DYRS) is issuing this Request for Proposals to seek bids to provide staff secure residential programming for adjudicated delinquent males and females with a preference for programs within or in close proximity to the state of Delaware. Youth will be committed by Family Court to staff secure programming. Anticipated lengths of stay will vary as authorized by the DYRS Placement Authorization Committee (PAC) for 30 days or longer in line with each youth’s sentencing order and individualized treatment needs. DYRS desires to contract for programs with evidence-based/informed and/or innovative approaches to residential treatment services which are supported by empirical literature. The programs must provide treatment, medical services, educational, physical activities and a safe and secure environment seven (7) days a week, 24 hours per day, three hundred and sixty-five (365) days per year. Contracted staff secure services should be in line with the DSCYF’s “System of Care” philosophy and are targeted to provide services in the least restrictive, most appropriate setting possible.
