The new construction is located in Chelsea Estates, New Castle County, Delaware. Bids will be received until 10:00 a.m., February 26, 2015 in the New Castle Conservation District office, 2430 Old County Road, Newark, Delaware 19702, when they will be opened and read publicly. The office is located at the intersection of Business Route 896 and Old County Road.
