Emergency Shelter Programs Scope: "Emergency housing shelter" means any facility operated by a qualified organization which provides food, sleeping quarters and counseling support services for adults and children who find themselves temporarily without a form of shelter from the elements. The shelter must be a facility which meets all local building codes, and each person's stay in the shelter is not to exceed a period of 30 days (per TITLE 29,State Government, Departments of Government, CHAPTER 79. DEPARTMENT OF HEALTH AND SOCIAL SERVICES, Subchapter IV. Emergency Housing Fund § 7951. Definitions.) Emergency Shelter programs provide shelter to single adult males and females, unaccompanied youth, families, and victims of domestic violence on a daily basis.
