Specifications include, but are not limited to: he Delaware Public Service Commission Staff is seeking a consultant to provide information and analysis regarding the review of potential long term (20-25 years) approaches for Delmarva Power and Light Company’s (“Delmarva Power”) residential and small commercial electric customers to reduce their electricity supply costs. This would be a review of Delmarva Power’s current Standard Offer Service approach and examination of other options to procure power at lower costs for the ratepayer while maintaining appropriate levels of price STATE OF DELAWARE Public Service Commission Staff stability over the longer term. 1. Provide an assessment of the benefits/costs/results of the various long-term options that could offer lower retail electricity costs while maintaining appropriate levels of price stability for residential customers currently taking place around the various U.S. states, especially in restructured states, and a summary outcome of the programs to the extent known, identifying those that may be very similar or dissimilar to Delaware’s particular electricity market. 2. Identify options/program(s) that could be considered for Delmarva’s residential and small commercial customers, given Delaware electricity market specifics and provide an assessment of the benefits/costs that could be anticipated in the Delaware electricity market and more specifically for the Delmarva customer for the respective options/program(s). Provide specific recommendations to the Commission for its consideration on reducing long-term electricity supply costs for Delmarva’s residential and small commercial customers 3. Review current legislative requirements and provide recommendations to eliminate or modify unnecessary and costly statutory requirements pertaining to electricity supply procurement.
