Specifications include, but are not limited to: The Delaware Department of Health and Social Services, Division of State Service Centers, Office of Community Services (The Department) is soliciting proposals from Community Action Agencies, non-profit organizations, public or private entities or local units of government, in Delaware, that can manage the provision of emergency and standard repair and/or replacement of heating systems, installation of energy conservation materials and the provision of energy conservation education. The selected vendor(s) will work closely with the Department and the Office of Family Support Services (FSS), a unit of DSSC, to provide services. FSS will identify, interview and determine the eligibility of all customers. FSS will determine the urgency of any household need and then refer households to the selected vendor(s) for assessment, intervention and evaluation of all services.
